COMBINE all-purpose flour, baking powder, salt, oats, and 1/4 cup sugar in a large bowl; make a well in center of the flour mixture.

STIR together egg, 1 tablespoon grated orange rind, and next 3 ingredients. Add to flour mixture, stirring just until moistened.

SPOON batter into muffin pans coated with cooking spray, filling three-fourths full.

STIR together 2 tablespoons sugar, 1/2 teaspoon grated orange rind, and ground cinnamon until blended.

SPRINKLE mixture evenly over tops of muffins.
|
|

BAKE at 400 for 15 minutes or until muffins are lightly browned. Remove muffins from pans immediately, and cool on a wire rack.
