STIR together first 3 ingredients; drain.

COMBINE flour and next 3 ingredients. Cut in shortening with a pastry blender until crumbly; add milk, stirring until dry ingredients are moistened.

TURN dough out onto a lightly floured surface; knead 3 or 4 times.

ROLL dough into an 18 x 12-inch rectangle. Spread apple mixture over dough. Roll up, jelly-roll fashion, starting at short end.

CUT into 1-inch slices, and place, cut side down, in a greased 13 x 9-inch pan.

BRING 2 cups water and next 3 ingredients to a boil in a saucepan; boil 5 minutes. Remove from heat, and stir in butter. Pour hot syrup over dumplings.
